Mayor's Proclamation Declaring a Local State of Disaster
CITY OF BLANCO, TEXAS
MAYOR’S PROCLAMATION
DECLARING A LOCAL STATE OF DISASTER
WHEREAS in December 2019, a novel coronavirus, now designated COVID-19, was detected in Wuhan, China; and,
WHEREAS, symptoms of COVID-19 include fever, cough, and shortness of breath, and can range from mild to severe illness; and,
WHEREAS, on January 30, 2020, the World Health Organization Director General declared the outbreak of COVID-19 as a Public Health Emergency of International Concern, advising countries to prepare for the containment, detection, isolation and case management, contact tracing, and prevention of onward spread of the disease; and,
WHEREAS, on March 5, 2020, the World Health Organization Director General urged aggressive preparedness and activation of emergency plans to change the trajectory of this pandemic; and
WHEREAS, on March 11, 2020, the World Health Organization declared COVID-19 a pandemic; and
WHEREAS, on the morning of March 13, 2020, Governor Greg Abbott declared that the COVID-19 pandemic is a statewide public disaster; and
WHEREAS, on the afternoon of March 13, 2020, President Donald Trump declared a national emergency in response to the COVID-19 pandemic; and
WHEREAS, immediate, deliberate, and coordinated effort and action is required to prevent the spread of COVID-19 and manage and treat cases of COVID-19 in accordance with measures proposed by the World Health Organization and the Centers for Disease Control; and
WHEREAS, the Mayor of the City of Blanco, Texas, pursuant to the authority conferred upon the Mayor by Texas Government Code §418.108, has the power to declare a local state of disaster within the City for a period of seven (7) days, to continue until March 24, 2020, subject to continuation or renewal by consent of the City Council; and,
WHEREAS, as Mayor, I hereby proclaim and declare a local state of disaster within the City of Blanco, Texas, that shall continue in effect until March 24, 2020, unless continued by the City Council; and,
WHEREAS, the City Clerk is hereby directed to give prompt and general publicity to the issuance of this DECLARATION.
NOW, THEREFORE, BE IT PROCLAIMED BY THE MAYOR OF THE CITY OF BLANCO, TEXAS:
Section I
That a local state of disaster is declared for the City of Blanco, Texas on this 17th day of March, 2020.
Section II
That the City’s Emergency Management Plan has been implemented.
Section III
That this state of disaster shall continue for a period of not more than seven days hereof, unless the same is continued by the consent of the City Council of Blanco, Texas.
Section IV
That this proclamation shall take effect immediately from and after its issuance.
