Request for Qualifications (RFQ) for Engineering Services


The City of Blanco is seeking to enter into an engineering services contract with a state‑registered engineer for the design, surveying, bidding, and construction administration for proposed dredging and flood damage repairs at the City’s WTP dam and Wayne Smith dam on the Blanco River. The following outlines this request for qualifications:


 I.       Scope of Work ‑ The engineering contract will encompass the following project‑related engineering services to the City of Blanco, including but not limited to the following:


  • Design, surveying, bidding, and construction administration for proposed dredging and flood damage repairs at the City’s WTP dam and Wayne Smith dam on the Blanco River
  • Environmental permitting for all phases of the project, to include Texas Parks and Wildlife, United States Army Corps of Engineers, and Texas State Historical Commission compliance for proposed activities
  • Preparation of the bid packet;
  • General Construction Management;
  • Contract close-out and auditing;       
  • Conduct all field testing and inspections (interim and final); and
  • Other special services.


          Please specify actual tasks to be performed under each of these categories. A copy of the project description for these water treatment plant system improvements is attached.


 II.      Statement of Qualifications ‑ The City of Blanco is seeking to contract with a competent engineering firm, registered to practice in the State of Texas, that has had experience in the following areas:


  • Municipal construction including but not limited to waterworks projects;
  • Registered and in good standing as a professional engineer per the Texas Engineering Practice Act;
  • Projects requiring permitting with Texas Parks and Wildlife, Texas State Historical Commission, U.S. Army Corp of Engineers;
  • FEMA‑funded construction projects;
  •  Water treatment projects; and
  • Projects located in this general region of the state.


          Please provide within your proposal a list of past local government clients, as well as resumes of all engineers that will or may be assigned to this project if you receive the engineering services contract award.


          Also, please provide a copy of your current certificate of insurance for professional liability.



III.      Evaluation Criteria ‑ The proposals received will be evaluated and ranked according to the following criteria:

IV.      For this RFQ, Respondent’s qualifications will be evaluated and the most qualified Respondent will be selected, subject to negotiation of fair and reasonable compensation.


  • Upon the award of this contract, profit (either % or actual cost) must be identified and negotiated as a separate element of the price for any contract with estimated value of $50,000 or more. To comply, the bidder must disclose and certify in its proposal the percentage of profit being used.


    V.               A.    Any loan award is contingent upon release of funds from the Texas Water Development Board (TWDB).

    B.     This contract is subject to the Environmental Protection Agency's (EPA) "fair share policy", which includes EPA-approved "fair share goals" for Minority Business Enterprise (MBE) and Women Business Enterprise (WBE) firms in the Construction, Supplies, Equipment, and Services procurement categories.  EPA's policy requires that applicants and prime contractors make a good faith effort to award a fair share of contracts, subcontracts, and procurements to Minority Business Enterprise and Women-Owned Business Enterprise firms.  Although EPA's policy does not mandate that the fair share goals be achieved, it does require applicants and prime contractors to demonstrate use of the six affirmative steps.  The current fair share goals for the State of Texas are as follows:
