Blanco's Comprehensive Master Plan was prepared by Pedernales Electric Cooperative and Lower Colorado River Authority to help the city plan for land use, growth management, community development, economic development, downtown revitalization, historic preservation, stormwater assessment, and how to implement the items in the plan.
